You can get a decent one for as low as $450 if you look around but most will be $600+. Rigging will be around the same price but usually slightly higher. It is very possible to get both a model and rigger for less but you'd have to risk people still building their portfolios or bad quality in general so beware.
Twitter, vgen and booth are good places to buy. You can also see who your favorite vtubers credit as their artists if you want someone you know is experienced. Stay away from places like etsy or fiverr unless you want to gamble on whether you'll get scammed or not.

I've been having artist struggles for months now. To start, they gave me a deadline. I paid in full and afterwards it felt like they were giving me the cold shoulder and would prefer if I just buzzed off and didn't bother them. The deadline came and went with no word, then they said they were struggling with motivation issues and asked for another month. Another month came and went and they said they were sick and would shortly deliver. After that deadline passed, a few days after they finally delivered the line art, I was overjoyed to see something finally happening and they said they'd have it all ready soon, so I waited a bit more and that deadline passed. They cited issues with motivation and their art style at this point and I finally said that I was going to refund. After this point, they told me their mother was in the hospital and they desperately needed that money and also that they had already spent it anyway and couldn't refund me if they wanted. I told them they had until the 20th (tomorrow) to refund me before I went to PayPal to get my money back. Today they had their NEXT client pay me and it wasn't the full amount.

This situation has been incredibly frustrating and I'm just going to go to PayPal to tell them to refund that person and also refund my money from the original artist as well.

Am I wrong to feel after all this, being paid by another person for the refund is a big red flag?
