Luto's just excessively crass, she does sort of push the boundaries a bit but most potential sponsors for vtubers would probably tolerate it. Pretty sure most of the streams where she's told people to kill themselves have been privated as well, it's a hard filter for companies even though for Luto it's more obviously been banter.
I don't know exactly what the verdict from management was here but I doubt any serious agency would be okay with it, keeping themselves open to sponsorships is basically their business model.
