Kay has at least mentioned that he struggled a lot with the gen 2 designs, since for better or worse he wants each one to feel unique and impactful in their own ways. Unfortunately when your roaster keeps growing, it gets harder and harder to do that in a meaningful capacity. Coco's inclusion was never controversial in any way. Rrats aside she graduated on good terms, same Sana, who's still in the game. And obviously all the Asacoco items are very specific references to her. She was always 100% getting added and nobody will have any problem with it.
Rushia is controversial though, because she got fired on very bad terms. The only specific reference to her in the game so far is this butterfly on the wall. Cutting Board works as a reference to all flat Holos even if Rushia had the strongest association with it.

All that said I think she's been gone long enough that most people made their peace with it so she probably can be added.
