Pink Rock was the original tan toggle model, then Demon Goddess had one, then Race Princess. I think it stopped after that, which is about the time her outfit contest models started pouring in. I think the tan is just something there's no time to add in since the models last for so little time

To explain it for those that don't know, these aren't toggles that Mouse's orders the rigger/artist to make (only Pink Rock was), these are part of a configuration on VTuberStudio, but in order to make these you have to edit every single layer and change the color in based on the existing one, which can either be a full recolor or sometimes it reacts in not a similar way to the other one. Also, that each layer might be too complicated to change, there's artists/riggers that rig every single strand of hair or for example a certain body part, so what in Pink Rock could be let's say 34 layers, in Race Princess it can be 50, reason why she couldn't make the hair black.

tl;dr: it's a long process to change the color and make the toggle depending on the model and she's lazy

I toyed around with the feature on a much simpler model and it isn't easy. To select an artmesh you have to mouse over it. So if you have any idle animations, or lots of overlapping meshes or very small ones, it's a real hassle.

It's not something that you need to be smart to figure out, it's just very time-consuming and tedious. It'd be a lot easier for the artist to swap colors on the original layers.

Two things, she was called Mouse as a nickname due to her size (probably in Spanish, something like raton or ratoncita), eventually she liked it, and while watching Sailor Moon she saw the villain named Sailor Iron Mouse, and used it. Like other said, she used it as a username way before the vtuber persona. She did thought of changing it at some point, but everyone knew her like that so it stayed

To give a serious answer. She had a model design contest where she was supposed to pick like 5 winners. She liked so many designs that she upped the count to 10 winners...then 20...then 35...then 37. Then she commissioned artists to make and rig them. Now there's a pipeline of models coming in. It's why she went nuts with model debuts around mid 2023
She got ahead of herself with her "patron of the arts" thing and wanting to support artists
