The EN Vtuber marketplace is virtually as saturated as it can possibly be. Hell, even Hololive EN itself is nowhere near the dominant monolith as it once was, with larger Twitch indies, Vshojo, Phase Connect, and Idol EN having decent followings. Gura graduating would definitely be big news and the end of an era, but the EN Vtuber scene will very much still be kicking.
