I'm not sure, I speak basic Japanese, so speaking to them in English was never even on my mind.
That being said, I barely spoke to a single staffer. Most I had to was while collecting my food and buying merch. When you enter the concert hall you're on your own to just follow the signs, nothing to really worry about.

Oh, that was braindead easy, at least for me. I have a JP SIM so all of my tickets were through l-tike. They check your phone, swipe the ticket, and put the wristband on your wrist. Zero talking was involved.
Since they've got the kaigai stuff this time I'm sure when you pick up your kaigai ticket they'll have English speakers. Nothing to worry about anon, you'll be okay.

Well, don't do that, for starters. Just get there the hour early like everyone else. And yeah, there should be signs. It's different this year since it's being held in one of the conference halls and not in the concert venue/event space, so I can't say for sure as no one actually knows, but there will be maps handed out at the EXPO, info online, definitely signs pointing where to go, thousands of people lining up to go to the same place, etc. You'd have to try really hard to not find it.

Unless you're an oldfag who's been eventing for a while and has a JP SIM to do the JP lotteries, there's really nothing you need to worry about, since you applied through the kaigai stuff. They'll surely have English support for that, so just talk to them in English.
But if you for some reason have a JP ticket, this is what it looks like (picrel are all of my holo tickets so far)
The right side is what you end up showing them, they swipe on the ticket, give you the wrist band. then the ticket turns green. In every instance I have just handed them my phone then they do it themselves.
