You are partially correct. Getting Tsuna and, later, Met was a FUCK HUGE BOOST for VShojo and at the exact moment they needed some eyeballs over them.
Same thing for both idol and phase, both picked the bones of several of the dead minor EN corpos and ended up stronger than the corpses they consumed.
