You know what this pattern smells like, custom contracts between Gens and a work culture not to discuss your pay with each other Because they are specific. These tactics are designed to keep you at low pay if you are a good worker that doesn't challenge the workplace to say you are a valuable person, that you are worth more. The company should see and invest into your pay more, but they don't. They literally skim off the talents to maximize profits while they are the hardest part of your work force.
These companies are the worst for good people to work in, because if you aren't a vicious prick, you aren't respected. This is also the same company that picks up and drops the weakest of their gens, this treatment transfers over to NijiEN where people sucking up to management gets far.
