I just had this discussion with a few of my Norwegian friends a couple of days ago and they told me they don't have KFC because KFC was late to the party. Fast food market is already very saturated and the standard of living is insanely high. Entry level positions in Norway pay around 18 euros/hour at minimum. The investment in buying a location (or renting), remodeling, hiring and training workers, getting ingrediants etc. would be about 10x than in most other countries and the profit (if there would even be a profit) would almost never justify the starting investment. It would be better to open another location in some shithole like Bulgaria than to try Norway. Keep in mind that this is all anecdotal from like 4 Norwegians with some internet research to inform the arguments, but no experts among us. So

tl;dr too much competition + standard of living too high = too big of a risk to open an unproven chain.
