In contemporary hololive, each talent gets relatively equal opertunity. Theyre given the freedom to choose what they do with their operunities, in exchange for being responsible for their own growth. Letting haato jump gens because she *wants* to, and not only that technically jumping to a "senior en gen 0", breaks that equal opertunity precident.
