Henya has the same freedom as indie vtubers and can choose any type of model she wants. The new outfit could be sexy or could be cute but that is entirely left to her discretion. Management doesn't get to dictate how the outfit looks, how often she can use it, or whether it can be used in major VShojo collabs. For brand marketing reasons there can be some argument made for a consistent image but that is mostly for selling merch. For most vtubers what's important is being a consistent streamer and having outfits they like is actually important.
