It's because the EN side of Holo is very much in its own bubble and seem to have much stricter rules about what can and can't be talked about on stream. Casuals, people who only watch twitch streams all day, and 'slay sister!' retards see that and get mad thinking they'd be so much better with more freedom.
What they don't realize is that many people watch HoloEN BECAUSE there's a set expectation of what you'll get out of a stream. Sure, it sucks that you can't get perms for shit sometimes that the talent wants, that there's red tape in places, but it creates an expected norm from all the streams while still letting them inject their own 'flavor' into their character and streams.

The overwhelming majority use it to react to meme/tiktok compilations or sleep on stream. Sometimes they do subathons where they do that for a few days/weeks straight. If they're not reacting to videos they MIGHT play a game(probably coom baiting in VRchat).
Holos may be more restricted for perms, which are mostly karaoke streams being limited by song choice since most English songs are subject to the retarded copyright systems enforced by the US music industry.
That and game streams, which were only ever restricted for perms because seething Nijifags started spamming Holo vids years ago with false reports and managed to get streams taken down(notably Mio and some others).
Because they're more "limited" they have to be more creative. Creating original songs, performing multiple 3D concerts/lives per year, setting up multiple company-wide game tournaments per year, meet and greets, etc.
Yes, their connection to their corpo makes it easier to facilitate these things, but they also have to spend a lot of their own money to achieve these things. The majority of their detractors reek of sour grapes whiners.
