I think if Ina wanted to draw Coco, she would've done it in private and DMed it to her anyways. By posting it publicly, she'll get a lot of twitter likes and praise (which she already gets every time she posts hololive art), but the zhangs might raise a fuss and boycott her characters in chinese gacha games like the recent Ai Kayano shitstorm. It's just not worth it.

She's said a few times on her streams that she doesn't want to be because it would feel too awkward to have someone refer to her as her mama and that she doesn't want all the responsibility of being one since anything official she'd have to do the art for.
