A CDN doesn't matter. The traffic would still have to be routed through the ISPs to the customer. The ISPs would know where the traffic is coming from and charge Google accordingly.
It's much more likely that Google/Alphabet has some kind of deal with the government or ISPs. There's a lot of corruption in Korea so it wouldn't surprise me if there are a ton of shady dealings going on, but at the end of the day, if Google didn't want to pay, they'd be stupid to try and force it.
