They have two auditions going on right now already.
If they already have a wave 2 set to release soon they will have 4 waves out by Sept or Oct.
That's only 4-5 months since wave 1. If Holo gen 2 is 5 people they'll have 11 total after 10-11 months.
We don't know how many vtubers are in wave 2 or the male group but wave 3 is 4 people.
Assuming waves 2 and male will have at least 3 people that will be 13 vtubers in half the time of the new Holo gen..

If Finana is to be trusted wave 3 is scheduled to December-January, not September-October. She likes to leak stuff. That's 10 female chuubas in a year if you start counting when they announced first auditions or 5 female chuubas every half a year if you start with the first debuts. As far as I'm aware, Tsunderia also actually sponsors hardware for streaming, so it's not impossible that Ria also basically got a free rig and ran with it. If the rrat antis from the Tsunderia thread are to be believed she basically took advantage of them entirely.
Though, Tsunderia itself is also fucked in a lot of ways; it isn't rich like Prism or Phase, so they don't have all the resources they'd like to and it often feels like the ship could go down any moment. They kind of require you to do a lot of your own legwork, and Ria supposedly didn't.
