A game I really want Ina to play is rainworld, even if there's a zero percent chance of her actually playing it. I think it would give a similar experience to hollow knight and I think she would enjoy it.

Honestly, I don't think rainworld really fits that well into the metroidvania style. It has the big interconnected map, but it lacks the powerups and backtracking with the only thing stopping you from going anywhere in the map are the 'skill' based gates and your knowledge of the map.
I compared it to hollow knight more because it would have some of the same of seeing Ina getting better as the game progressed, it has it's calm moments amidst the exciting ones, and the world has some of the same mysteriousness that hollow knight has.
Maybe I'm just making excuses for wanting Ina to play rainworld

I've always found that weird. Being noticed by her is nice and all, but drawing only for that reason is kinda sad. She doesn't really check her art tag much and when she does, it's usually liking 3-4 posts and then she leaves to do something else, so I guess that's just them trying to make sure she will be seeing their art, I don't know. Now that I think about it, both Inacademy and Takoeats have been collecting dust for months, haven't they? I never see her liking posts under those hashtags.

Yes, there's people who also retweet art using the hashtag despite it being posted a few hours before (which I also find strange), but I often recognize when it's the artist reposting their own stuff, I enjoy seeing people's art (bad and good) so I check her art tag almost daily. I remember there was this one artist who drew Ina trying to catch a snowflake with her tongue after she talked about doing that when she was younger and I would see that same fanart every 4-5 days. I unironically thought I was going insane because the artist would delete the previous uploads and post it again as if it was the first time.

I'd say your example is more for "actual" artists, not someone who's only doing fanart. Most artists I know retweet their art without including a Vtuber's hashtag because they want to show their works to their new followers like you said, not necessarily to get the Vtuber's attention.

A few things that tend to work:
- have your art be most of your posts
- don't turn your account into the account where you post about how you can't draw and how you're losing followers but if people want to unfollow it's okay
- sketches are great to create anticipation, but it works better if you have a habit of finishing them
- create a high quality jpg yourself before uploading it to twitter to avoid getting your image destroyed by the compression
- one hashtag maximum by tweet, possibly more if you draw multiple girls, or none at all if hashtags aren't usually used
- in general use your art account for art only
