OriginRyS, InfinityRyS/TranscenderRyS and AbyssRyS apparently doesn't exist "anywhere" but withing the "fluctuations of probability" whatever the hell that means
Apparently AbyssRyS exist in a "holographic" brane, which I'm not sure refers to the Hololive universe (or multiverse if there are seperate conflicting continuites) as a "virtual" reality or if it's some zeroth dimension of sorts
Either way, AbyssRyS is LV. 999,999,999 and Redjuice is as chunii edgelord OC as it gets

As for IRyS, she might've existed before Council, if she comes from some sort of "Paradise"
If that is wherever "The Gods" came from, since Bae as "Chaos" might have been the existence of whatever the "mortal realm" (if that's what "the genesis" she had existed since, refers to) prior to it being filled with "Space" and the universe being born
So there is a chance IRyS might be the strongest in EN if she can exist without any of the concepts maybe.
She was made from the gods and is an emboiddement of a concept where as Bae is only one of those and the rest of Council is the other so there is that too...

There's also the AO who seemingly existed prior to Sana and (are implied to have forcibly) made her one of their apostles so, it's a toss up between IRyS, Bae, and Ina and Sana as Vessles. Maybe Shiori if you think the "forbidden knowledge" pertains to the AO
Although Moona did seemingly beat one of the apostles in her High Tide MV but I don't know if that was canon

In a lame mans terms he means she exists both inside and outside of the world. A different version of omnipresence. As far as powerscaling goes it all depends on Kiara and Mori’s limits as a phoenix and a reaper. Phoenixes sometimes have primordial fire to give them their immortality which usually has the ability to burn on a conceptual level or just being outright unkillable. And if mori is control over death as opposed to the standard reaping of souls while not powerful on a conceptual level like councilrys she wouldn’t lose to any of them because if it lives it can die. To use one punch man as a reference it’s like comparing Bang to Genos yea Genos can blow up a mountain but Bang can blow him up

These are all unofficial so be careful to not make a composite version for IRyS.
But keep in mind that regular IRyS is still extremely powerful, she doesn't need any buffs since she's definitely in the top 3 in Hololive power wise.

As for Mori, I'd say Mori is "unkillable" but (only) potentially erasable (in terms of her existence) since she is more or less an agent of Death himself. Don't know if those too would survive the end of all life since death wouldn't happen anymore but would technically still exist as concept
Either way since power scaling lists are often based on how much of a threat one is generally I can agree with the Bang/Genos thing

When it comes to Council, they aren't embodiments but might be tied to the concepts they guard. Apparently Time and Space kept on fighting and Sana grows more powerful as space expands
Assuming Space also grew more powerful and Kronii's existence is tied to Time, which also keeps expanding (in the PoV of the present at least)/is infinite, it might be possible that the likes of Sana and Kronii need to have Time and Space wiped to kill them and possibly the same for the rest. Maybe
I would give the edge to Sana since gravity can distort time. Bae might be able to be done away with if she's the Chaos of only one realm and not all realms
