There is a world of difference between contracting someone and hiring a team member. You contract/commission someone and that's a one-time transaction with a specified end result and clear rules and boundaries for each side. Once the commission is delivered, the two sides have fulfilled their responsibilities towards each other and that's the end of that. They may choose to work together again in the future but that's a separate commission, essentially with a clean slate. Now when you hire someone, the situation is different - the responsibility increases a hundredfold and it is generally maintained for an indefinite period.
Not even getting to the legal side of things (which there obviously is a shitton of paperwork associated as well), just on a human level. Right now Vedal is responsible to himself and to his viewers. Whenever he fails expectations because of his constant fucked up sleep schedule and that "cool zoomer who doesn't give a shit about anything" attitude he maintains, it sucks but the stakes are relatively low. The fact that he fails himself doesn't seem to bother him. If it does, then evidently not enough to improve and be more responsible with his sleep schedule, with preparing and testing for Neuro, etc. The fact that he fails his viewers stings but ultimately we are not owed anything so we can complain all we want but at the end of the day we only have two options - we deal with it and continue following Neuro/Vedal or we get fed up and leave.
If there was a hired member or even a team of members, the dynamics would change and the pressure on Vedal to deliver would be much higher. Because suddenly failures aren't just a disappointment to the fans and/or self, failures now directly endanger the livelihood of people who trusted you to be their boss, to be responsible and to be a success. It's not just a failure to those people but to their families and to their future. Sounds melodramatic when you put it that way but it is the truth and I'm sure Vedal realizes as much as well, if not consciously and in such clear terms, then at least unconsciously.
Frankly, I agree that as far as the future of Neuro-sama and the channel is concerned, expanding to hire a team is the right thing to do. What Vedal lacks the most is the ability to put more manhours towards Neuro because right now he has to take care of every aspect of running the channel, including the tasks that he is not proficient at and that he does not enjoy doing, which significantly slows down his ability to commit towards the aspects where he could shine. Delegating those tasks to people who can do them better and faster is the obvious right thing to do. But I am also not surprised that he isn't eager to take on that kind of responsibility and like I said I have my doubts that he would have the diligence for it even if he did change his mind.

for example, he could reach out (excuse the pun) to that japanese dev and ask them to produce a version of their "Avatar Physical Touch" or Deskucchi app which features neuro as the character.
of course he would also have to commission a 3D model of neuro, but it sounds like he's already doing that for VRchat.
vedal could sell a basic version of the app for free, which just has a few hard coded speech samples, but you'd be able to use in-app purchases to buy credits to communicate with a cloud hosted version of neuro's actual LLM.
he could use the recurring revenue from that to fund feature updates from the original developer, and eventually arrange some sort of exclusivity contract so that they don't sell the tech to another company.
yes, that probably means vedal will have to talk to a lawyer, and that's especially messy when dealing with people in other jurisdictions, and trying not to dox himself, but i think he'll end up getting legal advice about other matters too, so he'll have to cross that bridge eventually.
