Dunno about this particular game, but what's the big problem with this? It's basically Touhou system, you don't have to kill anyone, just beat them up, and they can have the silliest reason to become your temporary enemy/rival. In return you get easy cameo, theme for their attacks and battle, fanservice for that specific fanbase. It's much better than having a bunch of OC monsters.

Fun fact about that stream, someone at Cover had marked Nuinui Quest as Not-allowed-to-be-streamed. Apparently they thought it used ripped music from Megaman.
Calli just... played it anyway(?) and it wasn't until after her stream that Cover contacted the author to inquire about it (and find out it's all custom music). This all happened months after launch.

Which explains why Flare didn't play it on launch. She praised the game best she could while tiptoeing around permissions talk, and It's pretty likely she still thinks it's too risky to play to this day. Because to her it's a game that used to steal content from Capcom, even though that was never the case. Thanks Cover employee who flagged it incorrectly.
