Companies absolutely can and do have "love bans" while their talent are signed on as an idol. What is potentially illegal is going after them for damages if they violate such a contract.

This was decided in a Tokyo court a few years ago, when an idol was found out to have a boyfriend and promptly fired. Part of her contract stipulated that the agency could sue her to reclaim their investment that was destroyed due to her public image now being garbage. So they sued her, but a Tokyo court ruled that such a contract was illegal due to it's retaliatory nature which violated her right to pursue happiness. The court however, didn't go as far as ruling the love ban itself as illegal.

Keep in mind however, that Japan has a retarded system of law based in civil law (similar to Europe). In such a system, legal precedent is merely a suggestion for any given case. In fact, a similar case with nearly the same exact circumstances was decided in the opposite direction merely a few months prior by the same exact court. In that case. the defendant, an idol that violated her contract by hooking up with two fans in a hotel, was ordered to pay her agency over 650k yen in compensation.
