I think it comes from having sitewide emotes.
In youtube, member emotes are isolated to just on that particular channel, so each channel has it's own culture e.g. Korone's punch emotes, koronesuki emotes, pekora's smug emotes or the looong nousagi emotes, or fwmc's headpat emotes.
On twitch there's a bunch of emotes that are enabled on every single channel by default, which makes it so that twitch as a whole has a shared culture. And channel-specific emotes usually get stolen and put into the BTTV addon so any "meme" that's channel specific but has a wider appeal will just get absorbed into the twitch borg gestalt, losing that channel any potential to grow.
