Kiara used to have half her streams start around 6-7pm for EU. She just moved back towards more SEA friendly times recently. And it's not like she's the only one providing data, they can see how Kaela, Reine, Watame, Nerissa, Fuwamoco, Ina etc all performed when they went late into that timeslot.

Fact is Cover doesn't need perfect data from some perfect test case, they can extrapolate. They don't just look at CCV, they can see precisely where viewers are coming from and how long on average they're staying. They can compare all of that to the behavior of other regions' viewers in similar 'bad' timeslots towards vtubers from all their branches. And what they're probably seeing is that the EU audience either doesn't exist in significant enough numbers, or they're incredibly picky.

If the only way to get that audience is to put out a vtuber significantly better in some intensely subjective way than all their current vtubers who have touched that timeslot, that constantly churns out only buff content, and only at that specific timeslot, which if she deviates from more than a few times causes that audience to rapidly lose loyalty to her and vanish permanently, then that audience is probably far, far more trouble than it is worth to go for.
