That's probably part of the reason, or at least a related symptom. A natural consequence of debuting more talents is less time put into each one, meaning less SOVL per chuuba, and SOVL is what inspires fangames. You could make a chicken/egg argument that the company having less SOVL in the first place led to them not caring about chuubas having SOVL, but without knowing very specifically about the process of contracting a mama/papa and how the design iteration process goes, it's anyone's guess.
