I have seen many Tomoe streams and never got the impression she was recruiting anyone to do anything but subscribe or whatever. The simple fact is that military people have loads of disposable income due to barracks living so they spend all their money on computers and gaming and stuff. Vtubing is a logical extension of that. And if she doesn't want to remain in the military for her whole career it's smart to invest in this potential future she clearly enjoys.
