Meanwhile Council has very consistent solid Fauna, strong Mumei, Kronii can pull in tourists too.

IDs are weaker by definition, comparing them to top ENs isn't fair. However, they can compete every now and then and would end up stronger than at least some of ENs. There would be no harm in including them.
