Good question. As far as I know Twitch generally doesn't close inactive channels, the vast majority of accounts on twitch are just viewers that all have their own channel page but no content on it.

Hi, ligger actually familiar with twitch here. There is an explanation here but it's pretty dumb: so on twitch if you apply as a notable content creator when making the account, you can have monetization on your channel unlocked immediately. What's been happening lately ia Twitch has started cracking down on accounts that activated this early monetization but not run actual streams as fraudulent accounts and has been suspending them until appealed. This happened with Silvervale's mothers twitch account as well because she was farming twitch subs on her using that method without actually ever streaming.

TLDR: account was probably mass reported for fraud for taking money without streaming which is against twitch TOS
