No, and the reason is power dynamics. It's basically impossible to have a normal relationship with your boss/teacher/a celebrity you admire because you aren't equals. One person will always have power over the other and even if that power isn't utilized it still exists . A true friendship can only occur when the participants are on equal footing and that can never happen for a vtuber and a fan
