Subaru/Ayame have similar body types so it likely comes down to design and personality as to who people like more.
Aqua could appeal to breast expansionfags, Choco hits the hot school nurse crowd. Shion has budding breasts which might be a deal breaker for flatfags, but her personality makes loli/mesugaki fags go crazy.
The 3 titty monsters of Fantasy appeal to me more, design-wise Noel and Flare are hard to top but personality-wise Marine carries. Rushia was there for true flatfags and Pekora is there for rape fetishists and hebefags

IRyS is a special case since she technically wasn't in a gen before Promise and because of her model upgrade. If you compare current IRyS with Council then she's pretty high up there, but people still remember Project Hope and the old model.
Personally my CouncilRyS model tier list would be something like:

>2 - Fauna/IRyS
>3 - Mumei/Bae
>4 - Sana/OldRyS
Most of them are good though, competition is just really fierce. And there's a pretty wide gap if you account for alternate costumes too. Kronii's casual outfit is trash for example.
(I'm also tempted to place Mumei slightly above Bae when I look at this list. Bae is cute and her expressions are great, but the colors are so clashing.)
