This has easily been Towa's busiest year, hell I wouldn't be surprised if she's already working on Mario Kart in fact making her more busy, but I sincerely doubt the next year will be as busy as this, unless Cover makes a Startend live (they won't) or have Towa become someone like Suisei (they won't).
A lot of it is just recency bias, since there's been some puzzle games, guerilla apex, zatsudans, earlier in the year, and her utawaku/singleplayer game pace has been pretty poor even before now.
