Phase JP is a bit of a hidden gem in terms of vtubing IMO, they're very cute and deserve more viewers.
If I had to guess as to their lack of growth given Phase's (relative) incline, I'd say it might be a lack of clips of them taking off. A consequence of being a JP chuuba in a western corp I suppose.
