Pretty sure they (EN at least) have explicit permission from Paradox with blanket perms, or at least for their core franchises. Multiple have mentioned thinking about trying Crusader Kings before. And even if they don't Paradox is very responsive and willing to give said perms at the drop of a hat.
Remember when Myth's WoD TTRPG campaign was about to have its first character-building session? Like an hour or two before the stream Mori was told by management they couldn't do it because they didn't have explicit permission from Paradox, and she was rightfully very upset about it venting in a chatting stream. Someone from Paradox saw/heard about it, contacted their management, and Cover (HoloEN at least) had a legal letter giving explicit permission to stream in less than an hour without having to do anything. Think they even sent Mori some WoD merch as well.

This was the first suika game stream I think. Next day Fuwa was already able to garner 23k audience.
He and many other Nijis were able to get really good numbers with Suika Game, especially his 47k on September 26th.
