Yes, it is a standard feature of chess engines to offer a numerical evaluation of any given position, as part of the process for determining which of the possible legal moves is preferred.
The maia bot might work slightly differently, since it is trying to guess how a human would play, rather than guess the "right" move, but he can always run Stockfish in parallel to generate these evaluations.
What would be really kino, though, would be getting the evaluation of BOTH maia and Stockfish, and calculating the difference.
Then he could prompt the LLM with context for when Neuro should be surprised at how bad or how good her move is.

I'd say that what he's lacking isn't computer science skill/education as such, it's professional software engineering wisdom/experience.
It's clear that he goes from one set of hasty fixes to another, without thinking about the long term maintainability of his code.
I'm not asking him to write formal documentation or anything, but he should be writing a test case for every type of failure he has seen his software produce, from audio problems to memory leaks to goodbye loops.
After every commit to his repo, he should re-run all the tests to check for regressions, and he should run longer stress tests overnight.
It's like what they say about musicians:

It's probably an open source library, so if he had someone working for him they could find a reproducible test case and instrument the library code, then submit a patch upstream.

If you have a minimal test case for a memory leak, and a patch which provably frees up the unused allocations, then I expect it would be merged within a week.
I guess it depends on how well maintained the project is, as they might not produce official releases every week, but if it isn't under much active development then that means there is no harm in maintaining your own fork.

I'm assuming that there is nothing specific to Neuro's LLM code that is causing the memory leak in a third-party library.
Maybe he's doing something clever with the subtitle generation code to keep it in synch with multiple segmented audio files, but most likely the bug could still be triggered if Neuro was swapped out for the open-source wAIfu-DEV code.

But if you are storing the state of Neuro (i.e. which toggles are active, and which scene she's on) then a simple Python script could read that data and load a video window that plays a pre-recorded clip of Neuro sleeping.
A couple of clicks on OBS could flick back and forth between the two scenes, and probably the only thing that would break would be the onscreen chat, although that would mostly be "bedge" emotes, so even that might not be noticed.

The hard part is plug the LLM to play games like Osu, you need to train a separate AI from ground-up. The singing part is easilty made with RVC and the talking head animation is mostly subroutines linked with a basic sentiment analysis tool to output a fitting expression from the text read.

People keep repeating this idea that Neuro was "trained on Anny's chat" but it should be clear that Neuro's LLM generation is nothing like Twitch chat.
Most of Twitch chat is just emote spam, whereas Neuro (or at least original Neuro, before Vedal's "fixes") manages to generate paragraph-long rants.
To train an AI to act like a streamer, you need a transcript which contains both the Twitch chat AND the words spoken by the streamer themselves.
I'm not saying that's impossible, and I'm not disputing the rest of your post, I'm just saying it would confuse people less if we called that "trained on streamer interaction with Twitch chat" instead.
However, I don't think that's what Vedal actually did.

In fact, if you picked just 10 consecutive generations from a Neuro solo stream in the past month, and another 10 from a solo stream from the Hiyori days, I'm sure a real fan could tell the difference, so there is enough information in there, even if he has to get GPT-4 to grade the quality of conversation.
