If you watch fil's solo streams and not just collabs, it should sooner or later become apparent to you that the whole shtick about not wanting to be seen as lewd is tongue in cheek, a larp.
She even has a special name for the horny subset of her fanbase, and giving a group name to their fans is a sign of affection from vtubers so think about the fact that she extended that affection to her horny fans specifically.
It's a method to keep engagement, if she had ass and titties hanging out constantly or made over the top crude jokes all the time, she'd just get labeled a whore and, more importantly, you'd quickly get bored of it, there would be nothing special about it. By making the ecchi moments scarce and getting a little mad about them but not too much, they become small events of their own, they become clipper bait, and, most importantly, they keep you engaged. I am not even sure if this is something she came up with as a conscious strategy or if it just kinda crystallized as a sensible direction for her naturally but it is nonetheless the effect her antics have.
Mind you, because of the connotation of some of the words that I used, it may seem that I am being negative about this or judgemental of either her or the viewers.
