So, DLSS is Nvidia's version of FSR where it's essentially upscaling (or DLAA with no upscaling but similar good features) so you can play at higher framerates with a similar resolution that you couldn't attain otherwise, Frame Generation is essentially the GPU generating frames to push it even further. There's also things like Path Tracing and newer Ray Tracing features that require newer cards. So with a game that might be CPU/GPU bound, you can essentially lighten the load by having frames be generated instead.

Intel's memory controller for DDR5 was a bit bad, in general it has too much strain with 4 sticks. In general back when you ran 4 sticks you were still running in dual channel configuration so you only really doubled the bandwidth.

No, Gold, Platinum, Titanium are their efficiency rating. How well they convert AC power to DC. The difference between each tier is about 2-3%. So a platinum unit will do about 92% where as the Titanium will do 95%. The 4090 requires a PSU that can minimum handle 850W. This is the route I'd go, get whatever 4090 is cheapest at the moment with decent cooling.
