This as been said before but Pekora is at the point when other Vtubers stop streaming because they are too busy with their own projects. The culture of Hololive EN's EOP fans and Hololive JP's EOP fans was already split back when Myth was introduced. The "oshikatsu" aspect of JP, where you consume literally everything and anything your oshi puts out as a means of supporting her (sometimes even when you financially can't) is the point of pride for JOP fans.
These type of fans exist in the west, but their "idols" are stuff like Star Wars, Marvel etc., they'll consume literally every Movie and TV show they put out and buy literally all the merch, funko pops etc. (there's some nuance here with the comparisons of how normies view chuubas but that's not really relevant to this discussion).
Hololive EN's EOP audience came to Hololive to ESCAPE that kind of thing, and as a refuge from the constant politics pushing in Western Entertainment.
Naturally they value their time and money a lot more, hence when your oshi's merch has insane shipping you simply don't buy it and then go complain about shipping prices on reddit. They will also be less likely to watch stuff that's not "interesting" to them.
For the JP fans, they don't give a shit about that. They will make entire shrines and rooms for their oshi and display it PROUDLY. EN fans are generally less enthusiastic about that stuff (exceptions exist of course).

There's also the fact that JP VTubing and JP streaming evolved parallelly. So there wasn't a split in audience. Youtube streaming (Tsukino Mito) was very close to the start of Youtube VTubing (Kizuna Ai). So JOPs are far more likely to watch their oshi's VODs (+due to the aforementioned oshikatsu culture). EN streaming meanwhile, started over at Twitch and the EN audience was 50:50 between people who came over from Twitch and people who watched Youtube Videos. Hence, the EN audience is more oriented towards QUALITY pre-recorded content (which most of EN doesn't provide) and competition is fierce among regular creators.
