It only happens when a war is already underway, a war which in every scenario China is starting. Definitely a valid strategic target.
If things stay relatively peaceful as they are now, there's no worry of it happening, it actually benefits China to maintain this...but only time will tell if they can contain their delusions or if they will try to invade somewhere else and kick things off.
