No shot she's joining HoloEN when part of the reason for leaving in the first place was restrictive JP management stifling her ideas. There's only 3 options for her.

1. Never stream again. She'd have to be very stupid to do this, but it remains a possibility nevertheless.
2. VShojo. She's too big a name to downgrade to other corpos that offer more freedom like Phase or Idol, and she's got connections to VShojo who would likely be happy to take her.
3. Go indie. Possible, but given her actions since graduating, it doesn't seem likely. Leaving a stable job at Niji for an indie life is a risky move, and she doesn't seem the type to do so without a safety net ready to catch her (VShojo.) But even if she was willing to do that, her actions since graduating make quite literally no sense for someone who's going to reappear as an indie. When you graduate you want to reappear as soon as you can under a new or your old identity so that your old fanbase will be able to find you when they're most fervently looking, and latch onto you again before you're replaced.

For comparison: Yugo, Zaion, and Mysta have also left Nijisanji. Yugo reappeared 4 days after the graduation notice was posted, Mysta appeared 1 week after his graduation, and Zaion was active on social media before her termination was even public. We are currently about 70 days since Nina's graduation with radio silence from her on all fronts. Hey, you know who else was completely silent after graduating until they redebuted in VShojo? How that silence benefited the eventual debut by driving additional hype? Almost like not reappearing would be of great benefit if she had plans with a corpo who will handle the hype and attention for her.

I distinctly remember a stream from around March where she said that she really liked vtubing as a job, and was happy to finally find something she could do for several years. She even said she'd like to keep streaming until she could buy a new house to invite her friends to stay. Then not 3 months later she's done.

She almost certainly doesn't have enough to retire on forever though she has been on what effectively looks like a several month long break without any issues so not wanting to leave Niji without another offer awaiting her doesn't seem like something she'd do. VShojo's the most likely in that case, as other vtuber-heavy agencies like MSM or Mythic probably wouldn't be a big enough deal for her to jump ship over, and they probably wouldn't be willing to sign her only to not have access to her for 6-8 months. VShojo's more interested in building a brand than purely bolstering its roster, so they would be willing to wait that time out to have her.

We don't really even know why she left in the first place especially considering how Pomu and Rosemi are like really good friends with her, so returning as an indie (or vshojo) where she wouldn't really be able to collab with them would be a weird move considering that she probably wouldn't get the same opportunities she had at Niji with stuff like events or merch. I also don't think she's becoming a Holo, I guess she's friends (?) with Kiara, but I don't know if she knows anyone else there, and she doesn't really fits the profile. My theory's she just didn't get along with management and got fed up with luxiem fans being her antis so she just decided to get out and try other things. Unlike most vtubers she's on the older side, is fluent in like 5 languages, is probably well educated, is super extroverted, and has previous job experience, so I don't think it would be hard for her to get a decent, less stressful job and maybe return to streaming as a hobby in some time. Either that or she's getting married in secret.

To begin with, the stated reason for her graduation - impostor syndrome coming from comparing her achievements to that of her genmates. Hololive would mean another "debuted in a group" situation which is much more likely to bring back the issue than "loose group of people each doing things at own pace" of VShojo (or complete lack of structure as an indie).
Another thing would be permission hell - near to graduation announcement it was becoming increasingly obvious that Nina is dead tired of trying to get game permissions, or pushing whatever other idea past management. Hololive is still a Japanese company, and as such the game permission problem would still be in effect. Doubt she'd want to deal with that again anytime soon.
Another thing is that lately Holo is pivoting hard towards idol culture and in particular having their talents sing more and have concerts. Nina, bless her heart, has visibly improved in terms of singing thanks to lesson she took, but it doesn't feel like she was in a spot where she'd feel comfortable with that.

As for male collab, the problem with them in Niji was schizo "fans" hounding her for daring to interact with the guys. Look at this board, see how many people absolutely seethe at the very idea of males in Holo. If Nina went about things her usual way she'd gather just as many haters as in Niji, if not more.

Hololive's perms are utter dogshit compared to Nijisanji, so if she left Nijisanji because they can't get perms for the games she likes, why the FUCK would she ever join Hololive? Looking at the games she was playing before she left, Mount and Blade, Hardspace Shipbreaker, Goose Goose Duck, MGS, Cruelty Squad, Nebuchadnezzar, Darkest Dungeon, Honkai and Pokemon are all games she couldn't play in Hololive, and that's just scratching the surface. If your goal is to be a streamer who plays games, and you MUST join a large Japanese corpo, there are literally no benefits in joining Hololive. Like, Nijisanji has a whole load of problems, but at least there's a CHANCE they'll get permissions for the game you want to play. With Hololive, it's a coinflip as to whether they'll even try to get them at all.
