They're doing the English dubbing scene technique to try and sound anime. The problem is that is sounds bad like a fake baby voice instead and puts too much strain on the voice. This restricts their enunciation while they do the voice, but it will also lead to vocal nodules and probably require surgical intervention if they don't chill.
