it's mostly a networking thing for the most part
if you're on twitch, raids are decent for this. find people who start around the time you end, who'll ideally also thank you for your raid on twitter. raiding into someone who's already an hour in sucks because you're essentially telling viewers to choose between you or them, so keeping your timeslot from intersecting is important. if you have art skills, drawing chuubas also helps as there will probably viewers who'll get interested in your art and art streams.
clips and shorts are also pretty important too. they'll put your name out to potential viewers without much time spent on the viewers' side. plenty of people have gotten to 1k views overnight from just a particularly good tiktok clip
