I think they debuted at a time where HoloEN was still too strong, and some newer corpos debuted when HoloEN was at their lowest, then again, Phase debuted around the same time as Kawaii but they got boosted by Plapa's drama.
Speaking truthfully, a new fan switching corpos usually go for a newer thing because they are scared a corpo girl with some anniversaries already has their circle and they will have missed too much to get along.

The first gens of Kawaii debuted during the rise and golden age of EN big corpos. Vtubing was still growing in the west thanks to that WEF weapon of population control and people joined the fandom because of its novelty. They didn't grow much because the eyes were still on the top dogs but there were enough people interested in small corpo to make this one not fail.

Gen3 debuted at the perfect time, EN big corpos were on the decline but interest in vtubing was still high so eyes switched to the small corpo scene. It's not a coincidence the only 2 kawaii vtubers really on track to get 100k were all from that gen. Their timeframe also saw the rise to relevant of Phase, EIEN, Idol and other small to medium corpos. It ended in disaster but Gen3 was the generation who was going to "save" Kawaii.

Current time, interest in Vtubing is down. The novelty wore off and the fanbase isn't growing as it used to. Everything already fell into place and Gen1&2 weren't part of the kawaii generation who gained the most from the small-medium corpo age. Now they can only hope to get some stragglers here and there. Nene and Lua might be able to pull it off but everyone else is fucked. There is no hope for them. Gen4 is the make or break.

Right now it is down I think the only reason HoloAdvent blew up is because FuwaMoco are the first JP experience in EN and carry the whole gen with them.
