For whatever reason cigars are kind of seen differently than cigarettes. I know it seems stupid and arbitrary, but I think the reason is because smoking cigarettes is a sign of crippling addiction whereas most people don't seem to get addicted to cigars. In a lot of places, it's tradition to light a cigar when your child is born, for example. And Cuban cigars are seen as a delicacy even among people who don't smoke. Truthfully, I've never smoked anything however, so my impression may be wrong.
