it's just a different culture, even though it's both vtubing. youtube and corpo vtubing grew out of hololive and is rooted in idol culture, twitch indie vtubing is essentially just a regular twitch stream but with an anime avatar.
obviously the success of holoen helped the twitch vtubing scene quite a bit and it spawned some of the few keyfabe twitch vtubers, but the early successful twitch vtubers came from completely different backgrounds. some were previous fleshtubers or nocam 2views, some came from the vrchat scene, etc.
additionally, a lot of them inherited an audience (and the chat culture) from other bigger twitch streamers. early 2020 veibae chat was essentially just a bunch of forsen bajs one man spamming.

Overall? Twitchtubers are, on average, far closer to "Twitch streamer with a vtuber model" than to "idol-influenced corpo JP vtuber" that /vt/ sees as the ideal of vtubing. And a lot of female Twitch streamers are basically e-thots.

There are, of course, exceptions. Not every twitchtuber is a borderline e-thot - but a lot of them are. It's on you to find the good ones.

Out of the majority of Twitch vtubers that I've watched, Juniper and Lime are the only two that I genuinely enjoyed watching. However, I favor Lime more. Her collabs are few and far in between, doesn't do react content, and is always playing games. Meanwhile Juniper is always on hiatus, rarely plays games, but her just chatting streams are fun, and comfy to listen to. I can at least answer how things are for the Korean side of things.
First off, Twitch removed VODs from Twitch Korea due to new legislation increasing the price of bandwidth, so that answers >>58275658 as to why KR doesn't have VODs.
Second, the Korean Twitch scene is widely dominated by two agencies, Isegye Idol and StelLive. Because Hololive never had a foothold or branch in Korea these two agencies filled in the gaps as a local alternative to Hololive, and are fairly popular. StelLive in particular shares a lot of it's viewerbase with Hololive. Outside of those two there are several small corpos, larger indies, 3-views and of course 2-views.
Third, the content variety varies wildly, mostly due to the fact that porn is banned in Korea and thus Vtubers can't lean on coomer content as strongly as on EN Twitch. Granted there are some notable exceptions (mainly ASMRtubers) but these usually keep their heads down so as not to be targeted by prudes who report them, and as such none of them surpass the 1k CCV mark. As for popular content, singing streams tend to be very popular, and anyone who sings well enough is usually guaranteed some level of viewership.

In my experience, the youtube algorithm only shows you chuubas you already know, along with some random unrelated shit. The chances of finding new a chuuba worth watching from it are pretty slim. Theres plenty of other options aswell ranging from high energy characters like filian to more standard streamers like limealicious and as you get lower viewership streamers they tend to have their own niche communities spread around.
