Vtubing is a Japanese hobby, hololive was the corporation that brought the west into it, Hololive originally tried being "virtual idols" which came with the Idol culture. EN indies and wannabe vtubers all follow that culture now, therefore they announce graduations. Fleshstreamers will put out statements if they retire and only if they're somebody, e.g if Markiplier quit CC, it's a big deal and will be an announcement. I'll agree it peaked about a year ago but I'd suggest the bigger issue is that the western market is saturated. Dedicated viewers have fallen into their watching patterns and there isn't really anything particularly interesting going on to draw in new viewers. There is also an issue with the various platforms failing to advertise. In the west, the current fastest growing channels are lowest-common-denominator BS like ispeed or whoever.

There's probably a high saturation of vtubers competing for viewers, which are shrinking as Covid restrictions relax over the past year. A little indie graduating is expected, especially if they're not making money off of it. Basically this. There are still western vtubers who are getting decent numbers and growing but you have to be dedicated, talented, love what you're doing or hopefully all three. If a chuuba is just an attention whore hoping to make a quick buck and hasn't found success then the likelihood of them quitting vtubing is high if it hasn't already happened.
