Are you perhaps living in the same timeline as ours? They had nearly the same numbers after Roberu became popular among EOPs.
They inclined because they collabed with HoloID, Matsuri, FBK and did external collabs outside Holopro.
HoloEN didnt contribute in boosting their numbers at all anon, they hardly ever interacted, aside from Rikka and Calli.

The stars will likely have their 3D debuts first, as they've mentioned having their models in the works since late 2020. It's a bit boring, but I'm going to guess they'll follow the order of their debuts, that leaves time for Izuru to get his 3D for his birthday, August 12th

I'm pretty sure it's a given since Cover won't have to spend time and money to ship her over to their studio. The question then is who gets theirs after Mori.
I'm betting on Kiara being the 2nd 3D EN with the order of Ame's, Gura's, and Ina's 3D debuts being up in the air (may or may not depend on who is the easiest to bring to Japan)

It was never really a matter of "if" but of "when" in the first place. This goes for all of the Stars, ENs, and IDs. The only way Anya won't get a 3D is if she graduates or gets fired.
