Holo doesn't let them keep "their" IP because the IP is holo's, they create the characters, they come up with the concept, the name, the design, they provide the model, it is their property, you can argue that the talents ultimately end up making the character because without anyone to play it said character may as well not exist but the law doesn't care about this shit. And at the end of the day, anyone else behind that character could have also played it.
If Holo had someone join with an already established name, model and shit then they'd get to keep it, you know, like Suisei.
