Sure, but not everybody is a regular, many of them only show up to shitpost quickly, and leave. Also, as much as I don't like it, analytics in video sites such as Youtube regularly mention that the majority of viewers nowadays are phone users (something like 60% phone, 35% computer). So, yes, it's entirely possible that a single cellphone user has 3 different IPs during a single thread, now imagine 30 phone posters, it's not impossible to have 35 regulars and 30 phoneposters producing 100 IPs or something like that.
