The game belongs in a museum, anonchama. They want to monetize it because it's an actual good game, but Kay Yu has a spine and wants to keep it free. He gets enough free recognition as it is for creating the best vampire survivors clone which is quickly transforming into its own thing. Shoving a bunch of microtransactions would turn it into a soulless husk of a game and have it end up being another mixed review or very poor rated game on steam.

It's because there's weird IP shit attached to gens, IP and the artists that created them.

If cover were to allow holocure to be monetized, they'd have to ask for those talents to not be in the game otherwise they would have legal issues/have to pay money to the old artists of these girls.

He also already pays for stuff he can't /doesn't do out of pocket as commissions, so revs hate wouldn't really be a thing.
