The problem is she overcaps due to her 100% crit rate and increased crit damage. Hit frequency isn't actually all that important, Suisei is just an outlier because she barely benefits from the stamp. Very small attack size relative to most other characters in the game and her fuckhuge crit gimmick scales beyond what the stamp accommodates for. Attack rate really only comes into play if you get the Bomb Stamp as well and even then it's not strictly about attack rate; attack coverage is pretty important as well.

Needing to stay still is going to suck with all the projectile spam in higher stages which will tank her damage bonus. Her weapon isn’t particularly good for taking full advantage of the stun stamp blocking either.
The Mirror damage is only on Melee weapons which tend to be the worst and rarest kind. Crits are nice but she has a terrible base crit with no built in boosts.
I think you’d probably want to go bardiche and super ice sake for her yo boost her crit rate but it’ll still end up low since you’d need to be dumb to not take the buffed Gorilla Paw.
