If you're sitting in silence 70% of your stream consider turning off the avatar, and making it a gameplay only stream.
Try making 20 minute vtubing podcasts, so that you don't have to rely on chat for content.
Most people can talk about something for 2 or three minutes. Start with that. 2 minute podcasts with your vtuber avatar. If that's what you want to go with.
If you have deep pools of talent try making a 20 minute long theatrical live play.
Face it. 90% of streams have less than 5 viewers. What do you have to lose if you feel like your podcast, or play is embarrassing? Who cares if your gameplay streams are boring.

If you do genuinely want to make this your job, you need to give your viewers a consistent experience. It's why lots of big vtubers have 'secret' 2nd accounts on twitter so they can go as hard as they want with whatever shitty take or menhera meltdown they have. I follower vtubers so I can get updates on what they're doing, view fan art, inside jokes, some lighthearted interactions or kayfabe. Seeing your twitter as a seperate entity fails at producing the synergy that social networks are supposed to provide. I think there's a few guides on how to do it, it's mostly for people who want to use it as a voice changer, but there doesn't seem to be anything preventing you from using a model of your own voice. I'll post an update if it ends up working
