NijiEN genuinely isn't fixable in this state. After a horrifically awful February and 7+ months of drama now cumulating in heaving-hitting talents leaving bit by bit, it would take a lot of time, effort and possibly money to turn things around - all things that Anycolor wouldn't never bother with. But even if they did and decided to fix things after today it'd be like covering up a flesh wound with a bandaid, it'd be too ineffective for what it is.

Management genuinely saw no issue with the branch being in the state it was in for months on end, and beyond the livers doing dumb shit on twitter or on stream, inept/malicious management is also a good reason why the branch is sinking and why there's so much more jaded and resentful fans. There's only 2 talents with any official Home3D models and its been nearly 2 years since the branch has been founded for christs sake, nevermind the fact that they charged $50+ USD or its equivalent for a "concert" that was a glorified Live2D karaoke. Or the fact that for NijiFES only one EN member is taking part in any 3D singing. It's clear now more than ever that NijiEN has been moved down the latter in terms of priorities, and knowing the company it's only a matter of time before we start hearing terms like "Ex-ID" thrown around when the branch is absorbed back into the main company.

1. Allow every talent that wishes to graduate do so whenever ready. No dragging out future graduations if not necessary.

Find ways to get rid of every member of the "Elira Clique" (Enna, Kyo, Millie, etc.) Whether this be via stirring up fake controversies or just finding ways to blame them for missteps that just so happen to lead to their leavings of the company. The goal is to have most of these member's leavings end in graduation. We don't need another Zaion or Yugo situation.

6. Completely rewrite the rules and regulations for all of the remaining chuubas. This includes a soft ban on anything politics related without first asking and getting approval from higher management, a higher emphasis on being professional, both while streaming and on socials, a strict 4 streams a week/18 streams a month minimum (without accounting for any breaks or unforeseen circumstances), among others.
7. In exchange for these new rules, management will no longer treat livers unfairly, perform stealth suspensions, and liver merch cut is improved to at least 35%.
8. Hire new scouters. So many of the problems with NijiEN has been who gets in, and that blame lies with those that chose that. Because of this, a new emphasis on choosing talent that would both fit in well with current livers and be good at supplying entertaining content will be established. In short, no more Aia's.
9. Finally, keep new member debuts to a maximum of 10 yearly, until 35 members of the branch is met. After that goal is met, further limit yearly debuts to 5 a year. Acceleration is the main killer of many liver's aspirations, leading them to both stagnation and eventual graduation. We still need to debut new talents, as every vtuber group does, but limiting ourselves like this will allow much more wiggle room than previously accounted for.
10. BY ALL COSTS, KEEP POMU. PAYING HER HUNDREDS OF THOUSANDS IS WORTH IT.

Hopefully these changes will lead to the comeback and eventual success of NijiEN.

I guess one of the better ways to describe Enna is that she changed into one of those "own da haterz/feeding the trolls" kind of streamers after a while and she never really stopped trying to be provocative in order to drum up attention.
